Andy Burnham, the new Health Secretary, yesterday urged health service managers to press ahead with the controversial fluoridation of water supplies.
Speaking at the NHS Confederation annual conference, Mr Burnham, an enthusiast for fluoridation, said: “I feel we’ve been too timid at times on the public health agenda. So let’s press ahead with water fluoridation, given the clear evidence that it can improve children’s dental health.”
Mr Burnham stepped down yesterday as honorary vice-president of the British Fluoridation Society after inquiries by The Times. He cited his desire not to carry a perceived conflict of interests into the fluoridation debate.
A change to the law in 2003, empowering health authorities to make water companies act, allowed the first new fluoridation scheme in Hampshire this year, despite strong opposition.
Authorities in the North West, Derbyshire, Bristol and Kirklees in West Yorkshire are thought to be among those preparing to introduce similar proposals.
The Scottish government decided five years ago that it did not want local authorities to have such powers and the Isle of Man dropped the idea last summer.
Professor Michael Lennon, of the School of Clinical Dentistry at the University of Sheffield and chairman of the British Fluoridation Society, welcomed Mr Burnham’s support for more fluoridation. He said that an estimated 30,000 children needing dental care under general anaesthetic every year, at a cost of £1,000 each, was evidence enough of the need for strong action.
“We have long been concerned about the very high level of disease in young children and the need for treatment under general anaesthetic,” he said. “It is very distressing for children and their families.”
The National Pure Water Association said that there was no strong evidence to support the safety or efficacy of fluoridation. “Fluoridation proponents are therefore promoting quack medicine,” a spokesman said. “This medical intervention is currently being carried out by UK water companies without the individual consent of their customers.
Water companies are doing to their customers what would attract a charge of assault and battery if a doctor did the same to a patient.”
He added that Mr Burnham had decided to step down from the fluoridation society with immediate effect “as he appreciates that there could be a perceived conflict of interest”. Continued

Readers are probably aware of UKTs feelings on Fluoride and anything else added to water, this is just one reason why, of what could happen in Britain, let alone the fact that fluoride is industrial waste!

Thousands of households had to wait almost a fortnight to be told they had drunk water containing 20 times the allowable limit of fluoride.

The Bligh Government was in damage control last night, after admitting 300,000 litres of contaminated water were pumped into up to 4000 Brisbane homes for three hours on May 1.
The blunder went undiscovered for 12 days after a shutdown at the North Pine Dam treatment plant meant a routine daily test on April 29 was not processed until this week, The Courier-Mail reports.
Queensland Health has insisted the risk of illness was "extremely remote" but the public relations disaster comes after promises fluoride was completely safe when the initiative began last year.
The investigation will also focus on why at least three safety devices failed at the plant, supplying homes in the northern suburbs of Brendale and Warner with 30mg/L of fluoride, when the limit is 1.5mg/L.
Premier Anna Bligh yesterday said the turnaround time for the test was unavoidable due to the shutdown, but admitted concern over the overdose.
"This is unacceptable and I, like other Queenslanders, have questions about it, and I'm not happy," she said.
"We're unaware of any precedent in any other fluoride treatment plant."
But Opposition Leader John-Paul Langbroek, a pro-fluoride dentist, said the two-week test delay was too long.
"Some people didn't want this, but they told us the processes would be safe," he said.
The bungle occurred when fluoride continued to mix into water when the treatment plant was shut down for routine maintenance late last month.
When the plant resumed operations on May 1, the overdosed water discharged into household supplies between 9am and noon.
SEQWater normally receives the results on the same day but The Courier-Mail understands the bulk supplier failed to test the water before its release after the shutdown.
It is understood the failure meant plant operator LinkWater tested the water further down the line, with its testing taking 12 days instead of SEQWater's normal same-day result.
LinkWater received the test results back on Tuesday.
SEQ Water was told on Wednesday before the Premier was told later that night.
Queensland Health chief health officer Jeannette Young yesterday said there had been no complaints of gastroenteritis, which would have produced diarrhoea and vomiting within 24 hours.
Letters had not been received by households last night and angry residents were contacting The Courier-Mail about the lack of information.
Fluoride My Choice campaigner Selwyn Johnston last night proposed a class action.
"I'd be bloody outraged if it was me," he said.

A fresh debate will begin this month over the benefits of putting fluoride in drinking water if a health authority goes ahead with its plan to add the chemical to the supplies of almost 200,000 people.
Most residents of Southampton will have no choice but to receive fluoridated tap water if the South Central Strategic Health Authority agrees to the proposal. Its board is to make a decision on Thursday February 26 following a consultation.
While many health experts argue that adding fluoride will help improve children's teeth, critics believe it is a coercive form of "mass medication" with unproven benefits.
If fluoride is added it will increase the concentration of the chemical in Southampton's water twelvefold, from 0.08 parts per million (ppm) to one ppm.
Southampton Primary Care Trust believes this would "significantly improve the dental health of local people, particularly children", in a city that has some of the worst dental health in the country.
Fluoride is added to most brands of toothpaste but those with poor dental habits consequently fail to benefit from it. Fluoride works principally by making teeth more resistant to decay: in fluoridated areas 15 per cent more children have "decay-free" teeth.
Barry Cockcroft, the chief dental officer for England, said it was "the perfect public health measure because people with the greatest need benefit most and most people benefit to some degree".
But Stephen Peckham, a member of the pressure group Hampshire Against Fluoride, said there was "good evidence" to show it led to increased levels of fluoride-related tooth staining and other health problems die to "overexposure to fluoride".
He added: "There has been no discussion of the complex ethical issues that water fluoridation entails."
Should the proposal be successful it would be likely to increase pressure on other areas to follow suit.
Some six million of England's 45 million residents receive fluoridated tap water – 5.5 million have it added to their supplies while 500,000 live in areas in which it occurs naturally.

Nearly half our drinking water could have fluoride added to it under a 'secret' Government plan.
Dental health chiefs want to add the chemical to 40 per cent of England's water supply to combat high levels of tooth decay.
But critics said the 'mass medication' of water without the population's consent was an invasion of their human rights.
They also accused dentists of being in denial about the dangers of fluoride, which has been linked to diseases including brittle bones and cancer.
Dental experts, however, said there is overwhelming evidence that adding fluoride to water helps reduce tooth decay, with children the biggest beneficiaries.
Fluoride, which is tasteless and odourless, occurs naturally but is also found in drinking water supplies - usually at levels too low to affect dental health.
At present, only 10 per cent of tap water has fluoride added - in the West Midlands and the North East.
Although plans to add the chemical to more of the nation's water supply were first announced by Health Secretary Alan Johnson in February, the scale of the Government's intentions has remained under wraps until now.
In an interview with Dental Tribune magazine, chief dental officer Barry Cockcroft said: 'We only need to fluoridate 40 per cent of the country. Greater Manchester is currently considering it and there are many other areas that are looking at it.'
But he dismissed the ' scaremongering that says it causes cancer'.
'A total of 170million people in America drink fluoridated water and it is the most litigious country in the world,' he said.
But Peter Mansfield, a Lincolnshire-based GP and expert on the effects of fluoride, said: 'It does work a little bit, but nothing like as much as dentists say it does, and it causes as much damage as it does good.
'You are robbing Peter to pay Paul. It is a very flawed science.'
Caroline Lucas, of the Green Party, said the European Convention on Human Rights states individuals have the right not to be medicated without their consent.
The party is taking legal advice on a possible challenge.
She said: 'Putting fluoride in everyone's water amounts to mass medication, which would contravene human rights and medical ethics.'
The Government,which has earmarked £42million to pay for the scheme, has agreed to pick up the costs of any legal claims.

Excessive ingestion of fluoride during the early childhood years can damage the tooth-forming cells, leading to a defect in the enamel known as dental fluorosis.
Teeth impacted by fluorosis have visible discoloration, ranging from white spots to brown and black stains.
According to the Centers for Disease Control, 32% of American children now have some form of dental fluorosis, with 2 to 4% of children having the moderate to severe stages (CDC 2005).
According to Dr. Hardy Limeback, Head of Preventive Dentistry at the University of Toronto, "it is illogical to assume that tooth enamel is the only tissue affected by low daily doses of fluoride ingestion.
As acknowledged by the Physicians' Desk Reference, some individuals are allergic/hypersensitive to fluoride. The largest, government-funded, clinical trial found that 1% of individuals exposed to 1 mg/day of fluoride exhibited allergic/hypersensitive reactions, including skin reactions, gastric distress, and headache.
The kidneys play a vital role in preventing the build-up of excessive fluoride in the body. Among healthy individuals, the kidneys excrete approximately 50% of the daily fluoride intake. However, among individuals with kidney disease, the kidneys' ability to excrete becomes markedly impaired, resulting in a build-up of fluoride within the body.
It is well recognized that individuals with kidney disease have a heightened susceptibility to the cumulative toxic effects of fluoride.
Of particular concern is the potential for fluoride, when accumulated in the skeletal system, to cause, or exacerbate, renal osteodystrophy - a bone disease commonly found among people with advanced kidney disease.
In addition, fluoride has been definitively shown to poison kidney function at high doses over short-term exposures in both animals and humans. The impact of low doses of fluoride, given over long periods of time, has been inadequately studied. A recent animal study, conducted by scientists at the US Environmental Protection Agency (Varner 1998), reported that exposure to just 1 ppm fluoride caused kidney damage in rats if they drank the water for an extended period of time, while a new study from China found an increased rate of kidney disease among humans consuming more than 2 ppm (Liu 2005). Hence, the adverse effects to kidney function that fluoride causes at high doses over short periods of time, may also be replicated with small doses if consumed over long periods of time.
Fluoride's ability to damage the brain represents one of the most active areas of research on fluoride toxicity today.
Concern about fluoride's impact on the brain has been fueled by 18 human studies (from China, Mexico, India, and Iran) reporting IQ deficits among children exposed to excess fluoride, by 4 human studies indicating that fluoride can enter, and damage, the fetal brain; and by a growing number of animal studies finding damage to brain tissue (at levels as low as 1 ppm) and impairment of learning and memory among fluoride-treated groups.
According to the US National Research Council, "it is apparent that fluorides have the ability to interfere with the functions of the brain."

I have written to alan johnson about pushing this poison in water even offered to do his research for him but he don't seem to care.If fluoride is dumped anywhere they have to have a poisons licence to dump it, they cant put it in rivers because it poisons the fish. Comment: Householders in this area were sent questionnaires asking for opinions about fluoridation. Call me cynical, but the way the questionnaire was worded suggested to me that the decision had already been made. It looks like I was right. 75% of PAYING CUSTOMERS are against the addition of fluoride, but approval was given anyway. The real problem is that Hampshire has very few skilled dentists (there are plenty of imported "butchers") and until this issue is addressed standards will continue to decline. Mass medication is not the solution.

But water companies were reluctant to fluoridate for fear of being sued and did not want responsibility for public health decisions. So the government brought in new legislation in 2003 to give the 28 strategic health authorities, rather than the water companies, the final say over whether fluoride should be added to the supply.
The health authorities now have the power to compel water companies - which will be indemnified against any legal liabilities - to put fluoride in the mains supply, though they are required to consult the local community before they do so.
A consultation exercise found that around 75 per cent of the 200,000 residents were opposed to the plan -but they were overruled. After all, they only have to drink the water.
All that was required was that a consultation was carried out: the local health authority did not have to abide by its findings. This is a travesty of local democracy.
Proponents maintain that since fluoride appears to reduce the incidence of dental caries and there is no evidence it is harmful, why should anyone object?
Opponents say the risks from fluoride are unknown, the science is questionable and those studies that have been carried out have been equivocal in their conclusions about safety. I say that if people want to protect their teeth they should use fluoride toothpaste. Medication, beneficial or otherwise, should not be added to the water supply at all.
However it is dressed up, fluoridation is enforced mass medication and it is possible to object to such a programme whether you think it is good for you or not.
The Government acknowledged this by allowing a free vote when the measure went through Parliament; but, in reality, ministers favour a move to wider fluoridation as part of their nanny state agenda. News Source
