Water fountains could be put up in parks and public spaces across London under plans being developed by Boris Johnson.
The Mayor believes that providing free water for Londoners would help deter them from buying plastic bottles. He has instructed special adviser Sir Simon Milton to look into where the drinking fountains could go and how much they would cost.
Mr Johnson said: "If this place is generally getting hotter and people are going off buying bottled water I think we should have a new era of public fountains."
The move would be a major victory for the Evening Standard's Water on Tap campaign. Hundreds of restaurants, cafés and clubs are already willingly providing customers with free tap water.
The campaign aims to end the practice of offering expensive and environmentally damaging bottled water without mentioning it is available on tap.
A spokeswoman for Mr Johnson said: "The Mayor is keen to see more drinking water fountains on the streets of London to help reduce the use of bottled water, the use of which causes unsightly litter and unnecessary waste." News Source

The debate over fluoride in water is likely to be resurrected with Government support for the measure.
Health Secretary Alan Johnson is to offer help to health authorities who want the chemical put in local supplies.
The move is part of Gordon Brown's commitment to ensure the NHS focuses on prevention as well as cure.
It is claimed fluoridation can lead to significant reductions in tooth decay in children and adults.
However, campaigners against it say it is "mass medication" and an infringement of civil liberties.
Others claim over-exposure to fluoride can cause damage to teeth by marking the enamel.
Mr Johnson says a full public consultation will take place before any plans are put in place but opponents have accused the Government of using "leading questions" in opinion polls to inflate support.
Mr Johnson claims fluoridation could help to address health inequalities - giving children from poorer backgrounds a dental health boost that could last a lifetime.
In Birmingham, fluoride has been added to tap water for more than 40 years. Children there have half the level of tooth decay than those in non-fluoridated Manchester.

Controversial plans to add flouride to Southampton's water supply have been condemned by a green MEP.
Just weeks after Prime Minister Gordon Brown insisted water fluoridation would benefit the city's residents, Green MEP Dr Caroline Lucas, paid a personal visit to health chiefs to condemn the proposals.
In February Health Secretary Alan Johnson pledged an extra £14m for health authorities that want to add fluoride to their water supplies to boost dental health and the Prime Minister said he had "seen the benefits of fluoridation".
Dr Lucas has demanded the proposals to add the chemical to Southampton's water be dropped.
She said: "Water fluoridation has simply not been proven to be effective for teeth, particularly when the bad effects of dental fluorosis are taken into account.
"Furthermore, many studies have indicated links between water fluoridation and serious ill-health effects, including thyroid problems, skeletal fluorosis, bone cancers and mental problems.
"Finally, putting fluoride in our water amounts to mass medication of the population.
"This directly contravenes the Convention on Human Rights and Biomedicine, and is contrary to medical ethics.
"We are seeking a legal opinion on its further contravention of the Medicines Directive."
Dr Lucas delivered a letter to bosses at the South Central Strategic Health Authority (SHA) urging them to dismiss fluoridation.

It's a good thing British Prime Minister Gordon Brown's U.S. visit was upstaged by the dramatic reception Americans gave Pope Benedict XVI. Brown might have been booed if he hadn't delivered what aides called his "signature" speech within the cloistered walls of Harvard's Kennedy Center.
Brown's tedious, hour-long speech impudently demanded that we issue a "Declaration of Interdependence" in order to submit to global governance. That's another way of calling on the United States to repeal the Declaration of Independence.
No thanks for the advice, Mr. Brown. Brave Americans rose up and rejected Britain's royalist rule in 1776, and we've gotten along mighty well without trans-Atlantic interference in our government for more than two centuries. We certainly don't want to reinstate any foreign supervision today.
The redundancy of Brown's outrageous semantics was oppressive. His speech used the word global 69 times, globalization 7 times, and interdependence 13 times. He referred to Kennedy 19 times, lavishing fulsome praise on John F. Kennedy ("his influence abides everywhere"), Robert Kennedy (he sent forth "ripples of hope"), and Edward "Ted" Kennedy ("one of the greatest senators in more than two centuries").
Brown rejected the traditional concept of national sovereignty, which means an independent nation not subservient to outside control, telling Americans to replace it with "responsible sovereignty," which he defined as accepting what he calls our global "obligations." Hold on to your pocketbook.
Brown admitted that his "main argument" is that the United States must accept "new global rules," "new global institutions" and "global networks." Brown's global rules include massive U.S. cash handouts and opening U.S. borders to the world.
Brown's use of well-known American political phrases was tacky. He tried to morph Franklin D. Roosevelt's New Deal into a "New Global Deal," and JFK's New Frontier into "the New Frontier is that there is no frontier."
Brown even slipped in an attempt at thought control: "Americans must learn to think inter-continentally." He declaimed, "We are all internationalists now."
Using the rhetorical device of inevitability, Brown warned Americans that his vision of the globalist future is "irreversible transformation." He wants to "transcend states" and "transcend borders" as he builds the "architecture of a global society." Continued - Please Read News in Full

Actual studies, like the one by the National Institute of Dental Research on 39,000 children show no significant difference in number of cavities on those who were drank fluoridated water vs those who didn't. In fact fluoride can give you "dental fluorosis" a sophisticated name for brown, pitted teeth.
ANOTHER FACT: In 1954, the Christian Science Monitor surveyed all 81 Nobel Prize winners in the fields of chemistry, medicine and physiology on their opinion regarding water fluoridation. Seventy-nine percent failed to endorse water fluoridation.
Fluoride Poisoning and Cancer
Fluoride can give you a lot of other things too, namely cancer.
Qualified scientists in numerous laboratory tests have found that fluoride in water, even 1.0 part per million, (the amount typically used in water fluoridation) is a carcinogen and mutagen.
Fluoridation of water causes 20,000 plus cancer deaths per year in the U.S.
Other Poisoning Maladies
If you are pregnant, fluoride might increase your chances of having a child with Down's syndrome.
If you are a senior, it will make you more likely to have hip fractures.
If you are a virile guy it could make you infertile as it tends, according to a study in India, to cause testicular damage.
A little fluoride goes a long way, because it accumulates in the bones, teeth, in food chain and in the environment.
Fluoride water additives often contain other highly toxic materials
The fluoride that is most likely added to your water supply is really hydrofluorisilicic acid in a hazardous waste liquor" which contains also lead, mercury, beryllium, radioactive material, arsenic and other pollutants.
The Cover-Up
"Fluoridation is an attempt by industry to camouflage their deadliest pollutant, with government officials and Madison Avenue advertisers beating the drums. The fluoridation empire is like a castle built on quicksand." says Gladys Caldwell, author, "Fluoridation and Truth Decay", 1974.
As far back as April of 1950 in the Journal of the American Dental Association, Vol 40:440, a study by G. J. Cox and H.C. Hodge, "Toxicity of Fluorides in Relation to Their Use in Dentistry", made it clear that fluoride is a poison: "Some of the basic and necessary metabolic processes in the cell are stopped by concentrations of fluorides such as are found in acute poisoning. These changes are comparable to those seen in high-grade anoxia (lack of sufficient oxygen in the body tissues) and are the basis for describing fluorides as general protoplasmic poisons." Fluorides have also been used historically for mind control:
Charles Elliot Perkins, research scientist sent by the US government to take charge of I.G. Farben chemical plants in Germany discovered that " The real purpose behind water fluoridation is to reduce the resistance of the masses to domination, control and loss of liberty."
In his report to the Lee Foundation for Nutritional Research in October of 1954, he said,
"Repeated doses of infinitesimal amounts of fluoride will in time reduce an individual's power to resist domination, by slowly poisoning and narcotizing a certain area of the brain, thus making him submissive to the will of those who wish to govern him."
Prozac
This is why Fluorides are a key ingredient of Prozac and many other psychiatric drugs. Prozac (anti-depressant), scientific name Fluoxetine, is 94% fluoride.
Toxicologist Phyllis Mullenix demonstrated in the mid-1980's that rats given fluoride as youngsters or adults became passive (lacking in energy or will), underactive and lethargic (deficient in alertness).
The Lies of Fluoridation
Flouride. You get it in toothpaste, some get it in their drinking water from the tap. There are two types of flouride. Naturally occuring and artificial flouride, or sodium hexafluorosilicate or hexafluorosilicic acid.
These compounds originate as side products from the processing (”defluorination”) of phosphate ores to prepare fertilizers, food additives, etc. Fluorides such as sodium fluoride (NaF), sodium monofluorophosphate (”SMFP” or “MFP”, Na2FPO3), tin(II) fluoride (”Stannous fluoride”, SnF2), and amine fluorides are common ingredients in toothpaste. Hydrofluosilic acid (H 2 SiF 6 ) and other fluorosilicates are not naturally occurring. They are waste products derived from the industrial manufacture of aluminium, zinc, uranium, aerosols, insecticides, fertilizers, plastics, lubricants and pharmaceuticals.
Professor Kaj Roholm , former Chief of the Toxicology Committee for the National Research Council the author of the first and most comprehensive monograph on fluorosilicates classifies hydrofluorosilic acid and hexafluorosilic acid as “extremely toxic.” One chemical company selling fluoride to water suppliers describes it as “a colourless to straw yellow, transparent, fuming, corrosive liquid with a pungent odour and irritating action on the skin.” Source.

Researchers uncovering
mechanisms behind fluoride's toxicity
Fluoride, the "Golden Child" of dental professionals around the world, seems to have a "dark side" that few outside a very specialised field of the scientific community are aware of. As disturbing as it may be, fluoride apparently has the ability to cause DNA damage and even "cell death" in human cells.
In a new study, researchers from the National Institute for Environmental Studies in Japan note that
"Even though fluoride toxicity is increasingly being considered to be VERY important, very little information is available on the mechanism of action of fluoride."
Not that the information is not known, Hitler had a lot of info on Fluoride, and used it in the mind experiments he ordered on unwilling victims ! Hitler used it for mind control, among other things. Hitler was the first known person to use it on humans !
You might think that most everything would be known about a chemical that is being added to our water and prescribed for our children, but regrettably this is not the case. Even though it has shown damage to children's teeth, it is STILL being used with passion ! (Why not ? It makes for MORE business for the dentist and the chemical makers !)
Researchers decided to investigate the mechanism by which fluoride is able to kill cells by observing how it affects human leukemia cells. Cancerous cells are often used in research on toxicity because they are more active than normal cells.
They found that the fluoride induced a form of cell death known as "apoptosis" in a dose-dependent and time dependent manner. Other studies have shown a clear POSITIVE link of Fluoride to cancer and to Alzheimer's as well !
Lead researcher Dr. C.D. Anuradha, in comments to the Optimal Wellness Center, explains that "fluoride in general is harmful to any type of cell. We have seen that fluoride causes cell death in other non-cancerous cells but however the mode of death has been found to be different." Instead of causing apoptosis, in normal cells fluoride seems to kill cells through a different mechanism, known as "necrosis".
Cell Death - Murder or Suicide?
Apoptosis, also known as "programmed cell death" in a process governed by genes in which the cell dies from within upon activation by some stimulating factor. It is a useful phenomenon, which occurs often as part of the normal functioning of the human body, as it gets rid of unwanted cells. The term apoptosis is derived from the Greek word that signifies "the dropping of leaves from the trees." The falling leaves are no longer needed, just as is the case with the unwanted cells, so they are gotten rid of, and recycled back into the earth.
Necrosis, on the other hand, is an externally influenced death, which occurs through some type of local injury (as loss of blood supply, corrosion, burning, or the local lesion of a disease).
A useful analogy between apoptosis and necrosis might be to compare suicide (apoptosis) to murder (necrosis). Both end in DEATH !
Is it Still Dangerous at Much Lower Doses ?
Now many readers may ask the intelligent question of - How does this affect me? Are the much lower concentrations found in fluoridated water and toothpaste a danger to my family and me?
Dr. Anuradha states that, although the concentrations are quite low "
…still we expect some amount of damage even at lower concentrations, since at higher concentrations the results are quite clear that the difference is enormous and very significant."

Water Fluoridation has hit the main stream media after decades being brushed aside. Scientific American had an article about the dangers of fluoride if its overused, revealing that its almost impossible not to overuse it. Many people don’t think twice about the toxic waste that we are drowning in. Fluoride is not what you think, and the deceit is painfully obvious, you just have to look.
Last year the National Research Council released the report: “Fluoride in Drinking Water: A Scientific Review of EPA’s Standards.” The report said too much fluoride for babies is toxic. It advised parents feeding babies powdered formula to prepare it with un-fluoridated bottled water. Yet on our grocery store shelves we have “nursery water” a brand aimed at formula fed babies, loaded with fluoride. The report was released, with little or no mention. This is INCREDIBLY dangerous, yet, the public draws a blank. Its no surprise we are being misled, the whole operation is confusing. Seven months after that report the FDA gave manufacturers of bottled water permission to print claims on their labels that drinking fluoridated water may reduce the risk of dental caries or tooth decay. Your Water Is Being Poisoned
The history of forcing fluoride on humans through the fluoridation of drinking water is wrought with lies, greed and deception.
Governments that add fluoride to drinking water supplies insist that it is safe, beneficial and necessary, however, scientific evidence shows that fluoride is not safe to ingest and areas that fluoridate their drinking water supplies have higher rates of cavities, cancer, dental fluorosis, osteoporosis and other health problems.
Because of the push from the aluminum industry, pharmaceutical companies and weapons manufacturers, fluoride continues to be added to water supplies all over and due to recent legal actions against water companies that fluoridate drinking water supplies, precedent has been set that will make it impossible for suits to be filed against water suppliers that fluoridate.
There is a growing resistance against adding toxic fluoride to our water supplies, but unfortunately, because fluoride has become "the lifeblood of the modern industrial economy"(Bryson 2004), there is too much money at stake for those who endorse water fluoridation.
The lies of the benefits of water fluoridation will continue to be fed to the public, not to encourage health benefits to a large number of people, but to profit the military-industrial complex.
Genetically engineered products
Genetically engineered products clearly have the potential to be toxic and a threat to human health. In 1989 a genetically engineered brand of L-tryptophan, a common dietary supplement, killed 37 Americans and permanently disabled or afflicted more than 5,000 others with a potentially fatal and painful blood disorder, eosinophilia myalgia syndrome (EMS), before it was recalled by the Food and Drug Administration. The manufacturer, Showa Denko, Japan's third largest chemical company, had for the first time in 1988-89 used GE bacteria to produce the over-the-counter supplement. It is believed that the bacteria somehow became contaminated during the recombinant DNA process. Showa Denko has already paid out over $2 billion in damages to EMS victims.

Antibiotic Resistance
When gene engineers splice a foreign gene into a plant or microbe, they often link it to another gene, called an antibiotic resistance marker gene (ARM), that helps determine if the first gene was successfully spliced into the host organism. Some researchers warn that these ARM genes might unexpectedly recombine with disease-causing bacteria or microbes in the environment or in the guts of animals or people who eat GE food, contributing to the growing public health danger of antibiotic resistance -- of infections that cannot be cured with traditional antibiotics, for example new strains of salmonella, e-coli, campylobacter, and enterococci. EU (European Union) authorities are currently considering a ban on all GE foods containing antibiotic resistant marker genes.
Genetic Pollution
"Genetic pollution" and collateral damage from GE field crops already have begun to wreak environmental havoc. Wind, rain, birds, bees, and insect pollinators have begun carrying genetically-altered pollen into adjoining fields, polluting the DNA of crops of organic and non-GE farmers. An organic farm in Texas has been contaminated with genetic drift from GE crops on a nearby farm and EU regulators are considering setting an "allowable limit" for genetic contamination of non-GE foods, because they don't believe genetic pollution can be controlled. Because they are alive, gene-altered crops are inherently more unpredictable than chemical pollutants -- they can reproduce, migrate, and mutate. Once released, it is virtually impossible to recall genetically engineered organisms back to the laboratory or the field.
Creation of New Viruses and Bacteria
Gene-splicing will inevitably result in unanticipated outcomes and dangerous surprises that damage plants and the environment. Researchers conducting experiments at Michigan State University several years ago found that genetically-altering plants to resist viruses can cause the viruses to mutate into new, more virulent forms. Scientists in Oregon found that a genetically engineered soil microorganism, Klebsiella planticola, completely killed essential soil nutrients. Environmental Protection Agency whistle blowers issued similar warnings in 1997 protesting government approval of a GE soil bacteria called Rhizobium melitoli.
Genetic "Bio-Invasion"
By virtue of their "superior" genes, some genetically engineered plants and animals will inevitably run amok, overpowering wild species in the same way that introduced exotic species, such as kudzu vine and Dutch elm disease, which have created problems in North America. What will happen to wild fish and marine species, for example, when scientists release into the environment carp, salmon, and trout that are twice as large, and eat twice as much food, as their wild counterparts?

Education, education, education? For shame, for shame, for shame. New Labour’s failure to rescue state education, let alone improve it, will be its most disgraceful legacy. The Conservatives should not crow; when in office they also failed to take on the forces destroying education.
Each week the news is full of reports of stagnating standards, more university dropouts (one in seven students, despite government “investment” of £1 billion since 2003), a shortage of teachers, particularly in maths and science, and a majority of underqualified teachers. However, two dismal stories stood out last week, both as symptom and explanation of what is wrong.
One of the three leading universities in the country, Imperial College London, announced that in 2010 it would introduce an entrance exam for applicants because it cannot rely on A-level results. Sir Richard Sykes, the college’s rector, suggested that grade inflation in A-levels made them almost “worthless” as a way of choosing between candidates: “Everybody who applies has got three or four As.”
That is hardly surprising, since it isn’t difficult to get an A; last year 25% of all A-level papers were given a grade A. Oddly enough, there are people in the education world who still deny that A-levels and GCSEs have been debased. They must be wilfully blind to the evidence; last week, for instance, many newspapers printed a comparison of an old maths O-level exam paper with the contemporary GCSE one. The fall from rigour was lamentable.
Also last week, Professor John White of the notoriously progressive Institute of Education told us that traditional lessons were too middle class. Instead, he said, schools should teach skills such as “energy saving and civic responsibility” through “theme or project-based learning”.
At a conference on the national curriculum he argued that while private schools historically focused on the classics and elementary schools for the working classes concentrated on the three Rs, middle-class schools taught academic subjects such as English, science, history, geography, modern languages and Latin as “mere stepping stones to wealth” via university, which “fed [sic] into the idea of academic learning as the mark of a well-heeled middle class”. Gordon Brown has said he wants to make Britain the best-educated nation in the world.
If he’s serious he should talk to the Chinese. China is priding itself in turning out 20 thousand or more graduates, year on year and is leaving no stone unturned in pursuit of that goal.
One of those stones is the removal of an impediment to IQ among children aged 8 to 13. Research by Chinese scientists in 1995 found a correlation between high levels of naturally occurring fluorides in the ground water and incidents of serious brain dysfunction.
In that same year a Dr Phyllis J Mullenix who worked at the Department of Psychiatry at Boston Children’s Hospital, Massachussetts, published the results of her research into the toxicological effects, upon the brain, of various substances used in therapeutic treatments, including sodium fluoride which has long had a use for the treatment of thyroid conditions.
Mullenix had used laboratory rats for her studies, but by scaling up the results in terms of equivalence of concentrations, body mass and blood/fluoride levels, she discovered, among other things, a reversal of a previously accepted mantra; notably that fluoride would not cross the blood/brain barrier in the unborn foetus. She found that it did; and that the outcoming behavioural patterns were related to gender, age and exposure of the subjects. Males were more sensitive to pre-natal fluorides, whereas females reacted more to weaning and adult exposures, but the net results overall represented a weakening of the expected mental faculties relating to intelligence.
A quote from Dr Mullenix:
"Humans are being exposed to levels of fluoride we know alters behaviour in rats; levels that flagged potential for motor dysfunction, IQ deficits, and/or learning disabilities in humans."
Concurrently with her work, though independently, a Dr Bruce Spittle of the Dunedin Medical School, New Zealand, corroborated Dr Mullenix with his own work spanning 60 years of study of the effects of fluorine compounds on the central nervous system.
In 1994, the same year as Spittle’s work was published, scientist Richard Masters and water engineer Aaron Coplan collaborated in a study of 280 thousand children, also in the state of Massachussetts, finding high lead levels in the blood of those living in artificially fluoridated communities. Lead is a heavy metal we’d rather do without. We’ve spent a fortune getting rid of it in car fuel because it compromises normal brain development leading to long term deficits in learning and social behaviour.
In terms of public health, lead-free petrol and all that it implied must surely be an excellent example of money well spent.
Ironically, for the fluoridation proponents who do not yet seem to have made the connection, a major survey of 120 thousand children living in fluoridated New York State found that those with high lead levels also had more tooth decay than children living in neighbouring, unfluoridated, communities or states. This was freely reported in the Journal of the American Medical Association and commented upon by the New York State Coalition on Fluoridation (NYSCOF) whose web site makes an impressive case for fluoride opposition.
So with the benefit of their own research and that of other countries, now freely available and accessible via the internet, the Chinese authorities are playing safe and have banned fluoridation, cancelling existing schemes and abandoning plans for any further interventions, all in interests of the pursuit of academic excellence among their young people; not to mention their ambitions of world dominance in the global economy.
Another global competitor is India. India has legislated to remove all fluoride compounds from water before it reaches the suppliers. It acknowledges fluorides (even those naturally occurring) to be inconsistent with academic achievement among its consumers. The condition of their teeth is an irrelevance.
So wake up Gordon Brown – and you too, Ed Balls! Don’t glibly accept all that stale US inherited 1950s Dental Association hype.
If waste management features in your manifesto, remember that the original fluoridation scheme was a nuclear waste fly-tipping exercise conducted secretly upon the American people under the cloak of ‘National Security’. In the immortal words of actor Michael Caine, ‘Not a lot of people know that’…including most at Westminster.
You could start by instructing chancellor Alistair Darling to withhold any further treasury funding for ill-considered or fraudulently manipulated dental health schemes.
If British education is really worth fighting for, and it most certainly is, it should be simple enough to follow the 21st century prevailing policy of the American Dental Association; tell the truth about fluoridation, refuse to compromise further your declared educational objectives while setting aside the collection of disparate professional views, based on vested interests and reputations. One in five children leaves primary education without a proper grasp of the three Rs, the chief inspector of schools has warned.
Christine Gilbert unveiled a crackdown on under-performing schools as she delivered a stark warning that academic standards are "stalling".
She admitted her assessment clashed with ministers' who have boasted of steadily rising performance in schools.
She said it was "unacceptable" that 20 per cent of 11-year-olds lacked a basic mastery of English or maths - a failure toll that had barely improved during her tenure as chief inspector.
Many of these children faced being consigned to the educational scrapheap at 16 - out of education, work or training, she warned.
Announcing a new Ofsted inspection regime that will see coasting schools visited annually, she said a turnaround in standards was needed for England's schools to rank among the world's best.
Under the Ofsted shake-up due to take effect in September next year, schools could fail their inspections if they fall short of basic targets for performance in the three Rs at 11 and 16. Continued

Almost £120million of taxpayers' cash was spent last year on educating the children of diplomats, spies and military officers at some of Britain's top public schools.
Around 5,500 Government employees whose jobs may entail a foreign posting can claim the allowance for boarding school fees.
Many of the well-paid civil servants are still in Britain or living in Western nations with good education systems.
There is evidence that some are topping up the grant to send their children to exclusive schools such as Eton or Marlborough.
Yesterday, the former education secretary David Blunkett called for an overhaul of the perk.
He said: 'This is not a scheme for allowing civil servants to opt out of the state system. This is a scheme to help continuity for families and for children who are constantly on the move.'
Figures obtained by Sky News under freedom of information rules show the Foreign Office, Ministry of Defence and Department for International Development spent a total of £118million last year on boarding school fees for 8,000 pupils.
